With an investment of around €5.28 billion euros, Berrocales is one of Madrid’s major urban development projects. It is expected to generate €167.14 billion euros and contribute €8.7 billion to GDP, which will make it one of the driving forces behind Madrid’s economic recovery in the coming years.

  • To the NW: the route of the railway line from Madrid to Barcelona and the Tolsa facilities and Almodóvar Hill.
  • To the N-NE: the southern edge of the La Dehesa industrial estate and the route of Metro line 9.
  • To the SE: the route of the M-50 motorway.

The wide variety of uses and excellent connections with public transport networks will make the new Berrocales community highly unique. Plans involve 639,057 m2 for industrial use, 235,442 m2 for offices, 219,969 m2 for services, 855,324 m2 for public social facilities and 2,147,996 m2 of open and green spaces.

Berrocales will embrace new concepts, such as the superblock, a road network concept affecting several blocks of the urban landscape where pedestrian spaces, trees and landscaped areas will be prevalent. Streets that are only accessible to pedestrians and the vehicles of residents and basic services will improve the environment and the quality of life of the people who live here.

Berrocales constitutes one of the large pockets of land in the southeast of Madrid with an approximate area of 8,305,818 m2. It is also one of the major urban development projects planned under the General Urban Development Plan of Madrid with the aim of structuring the city’s urban expansion.

Land adjustment project:

The Land Adjustment Project for the area was approved by the Governing Board of the City of Madrid in a session held on 29 December 2022 (Official Bulletin of the Community of Madrid (BOCM) no. 16 of 19 January 2023) and registered in the Land Registries in April 2024.

The characteristics of the plots established in the readjustment of Stages 1 and 3 in terms of area, use, building coefficient and heights are shown on the interactive map.

Urban development project

Getting a sense of the dimension of the Berrocales Urban Development Project is as simple as taking a look at the following figures: the project will involve moving 18.700.000 m3 of earth, it will boast 2,076,000 m² of open and green spaces, 435 km of kerbs and 714,000 m² of pavements, 2.3 km of cycle lanes, a 140-km drinking water network and 102 km of sewage pipes, 190 km of electrical tubing, 4,900 lighting fixtures, 7.6 km of underground galleries, 12,600 trees, 13 bridges and 7.6 km of high-voltage underground cables.

On 4 May 2023, by agreement of the Governing Board of the City of Madrid, the adaptation of the Urban Planning Project to its execution in stages was finally approved with a contract budget of €782 million (excluding VAT). This agreement was published in BOCM no. 127 of 30 May 2023.

At present, approximately 44% of the urban development works in the sector are completed.

As for Stage 1, the works are practically completed, with only a few items pending, which will be completed when the reception process by Madrid City Council begins.

Likewise, on 17 November 2023, by resolution of the Director General of Public Space, Works and Infrastructure, simultaneous execution of urban planning and construction works of Stage 1 was authorized. At present, 1,032 residences are being built simultaneously and a further 410 residences are expected to be added in the coming months.

The urban development works in stage 3 are 49.03% completed and scheduled for completion in December 2025.

Finally, Berrocales is the first part of the Southeast Strategy of Madrid’s General Urban Development Plan that has now become part of the city. On 29 November 2023, the certificate of acceptance was signed between the representatives of the City Council and the Compensation Board of the H-8 road and the E-1 and E-2 bridges over the A-3 Madrid-Valencia motorway linking Berrocales with Ensanche de Vallecas, thus connecting the new neighbourhood with the city of Madrid.

Expropriation project:

On 26 March 2009, the Governing Board of the City of Madrid approved the Expropriation Project by joint appraisal of the assets and rights affected by the execution of Sector UZP 2.04 “DEVELOPMENT OF THE EAST-LOS BERROCALES”, whose owners have not joined the Compensation Board of that name.

A total of 12 properties were expropriated with a total area of 50,977.8978 m², and expropriation is now complete.

The returns generated by this area will be channelled into financing urban development works.
